How to Convert Minutes to Decimals Manually

The math behind the conversion is simple. Since there are 60 minutes in an hour, you divide your minutes by 60.

Decimal Hours = Hours + (Minutes ÷ 60) Example: 7 hours 45 minutes 7 + (45 ÷ 60) = 7 + 0.75 = 7.75 decimal hours

The 7-Minute Rounding Rule (FLSA Standard)

Many US employers utilize the 7-minute rule authorized by the Fair Labor Standards Act (FLSA 29 CFR § 785.48) to simplify payroll rounding to the nearest quarter-hour (15 minutes / 0.25 hours).

Under this rule, time is rounded based on 7-minute increments around each 15-minute interval:

1 to 7 minutes: Round down to 0.00 hours (or previous quarter-hour).
8 to 14 minutes: Round up to 0.25 hours (next quarter-hour mark).

Some payroll systems round raw clock times to the nearest quarter-hour before converting, rather than converting exact minutes. For example, 7 hours 52 minutes might get logged as 7.75 (rounded to 45 minutes) instead of the exact 7.87 shown in the exact conversion table.
